| dc.description | El Plan de Ordenamiento Urbanístico de la Cabecera Parroquial El Cabo se ha elaborado en cinco etapas. La primera etapa se conoció la situación actual del asentamiento, identificando los problemas, que nos permite la realización de la segunda etapa que es la Sínte- sis del Diagnóstico. La información recogida permite realizar la tercera etapa referida a la Imagen Objetivo, en la cual mediante la participación fundamental de la población, se concreta el modelo urbano que se pretende hacia el año horizonte 2031; siendo para esto necesario identificar las debilidades, amenazas, fortalezas y oportunidades que se presenta en el asentamiento y que a su vez mediante la formulación de estrategias podrán ser neutralizados, o potencializados. Definido el modelo urbano se avanza a la Formulación del Plan, en la cual se fijan las determinaciones necesarias para concretar el crecimiento ordenado del centro poblado y que se apoyada con en el desarrollo de los proyectos. | es_ES |
