Presupuestos participativos una estrategia para la participación ciudadana: Caso gobiernos parroquiales rurales del Cantón Cuenca 2012

Abstract

This research aims to analyze and reflect on participatory budgeting as a strategy for citizen participation, developed by the twenty-one Governments parish rural of the Canton Cuenca. The importance of this research is given by the need to determine if the process of participatory budgeting contributes or not to the local citizen participation and to what extent the parish Governments are articulating this process with citizenship.

Knowledge about participatory budgeting and participation by rural parish Governments, is important for establishing the local dynamics related to the exercise of citizen participation.

Social organization, participatory planning and the watching public and social control, demand to understand what is the level of knowledge and connection with the participatory budget and parish Governments how you are acting within their parish territory, a subject that is articulated to the existing constitutional framework in the Ecuador.

The analysis of research data has allowed us to learn about Governments autonomous decentralized parish as a political expression of the State and its relationship with the rural society, through the exercise of participative budgets and their impact on local democracy.
